Lexington sets date for building owner to appear

Lexington is working to address derelict buildings, including five downtown storefronts owned by Richard “Rick” Hawkins. 

 

Hawkins is scheduled to appear at a municipal court hearing at 5:30 p.m. Wednesday, Jan. 18 at city hall. Markus Boenig, an Athens attorney, will preside.

 

The downtown storefronts violate multiple codes, according to city officials.

 

Lexington Mayor Craig Snow said fines for code violations will be structured and will accrue daily: up to $100 per fine per day. 

 

He said this will be a blanket policy going forward. 

 

Hawkins has owned the properties since 1994, according to Oglethorpe County property tax records. They are valued between $17,100 and $34,600 each, according to the records. 

 

The properties, at 110, 112, 114, 116 and 118 Main Street, are for sale on Facebook Marketplace for $350,000.

 

“The buildings need significant repairs, but they will be perfect for the right person,” the  listing states.

 

Snow said the city has taken several steps to address downtown blight, which includes Hawkins’ storefronts and several other properties. 

 

The city has adopted the 2018 International Property Maintenance Code, which establishes minimum standards for building maintenance including lighting, fire safety and plumbing requirements. 

 

“Either we give up on Lexington and let it fall in on itself or we start this process, so we started this process,” Snow said.
